Posted from DOGE to NEH, Justin Fox used search terms, which he called “disclosure codes,” to identify grants he called “the craziest grants” and “other bad grants.” Search terms included, among others, “BIPOC (Black, Indigenous, People of Color),” “minorities,” “Indigenous,” “tribal,” “Indigenous,” “immigrant,” “LGBTQ,” “LGBTQ,” and “LGBTQ.” When Fox was asked if he “went through that list of words through every description of the grant” he received from NEH, he confirmed “yes.” In this way, Fox constructed and applied clear classifications based on protected characteristics and used them as practical criteria for rescinding federal grants.
