Seven years ago, governor Gavin Newo told the Californians that he wanted to be known for this. “Stretching targets“Instead of being too timid.

His repairs to mental health are considered one of them, from changes that extend the coverage for mental health conditions until last year’s proposal 1, the vote measure, which poured $ 6.4 billion into new mental health homes.

A team of SalMatters reporters this week has posted a thorough look at one of the key components of the Newsom Mental Health Strategy: Care Court, a program designed to help seriously ill Californians living on the street.

They found the program was treated Only a small portion of the permissible patients – As with hundreds of people, not the thousands of news provided.

  • Fungak askedwhose son cycles between homelessness and prison, although he is accepted into a court court: “These are our loved ones.

After requesting data from all 58 California counties (though four did not respond) and conducted more than 30 interviews, Calmatters found that, among other things:

  • San Diego County He received 384 petitions and established 134 voluntary agreements in the first two years. The county expected to receive 1,000 petitions and establish plans for the treatment of the court for 250 people in the first year.
  • County Los Angeles They received 511 petitions (most in the country) and established 112 agreements or treatment plans. In 2023, district officers predicted that the county could record 4,500 people in the first year.

The courts also rejected much of the petitions – about 45% across the country. And while only 14 treatment plans have been ordered so far, the counties offer the most voluntary treatment agreements – which people are free to ignore.

Why slow progress?

Civil servants claim that the court court is a complex program that requires more time to achieve the goals set by the Newsom Administration. But there are other reasons: petitions can be rejected due to narrow eligibility criteria; It can be difficult to follow with an uninvited person; And even by order of a judge, it may be difficult to force a client to accept services after they have already refused.

As the Newsom Government launches a new working group Clear camps for homelessCalifornia cities focus on another goal: RV, parked on the street and the people who live in themwrites Calmatters’ Marisa KendallS

In cities, including San Jose, San Francisco and San Diego, police use parking regulations to draw or threaten to tow vehicles to sweep the vehicle camps. Last month, San Jose began to clear his largest camp in Columbus Park, where hundreds of people sleep in cars, RV and tents.

The defenders of homelessness fear that the towing these vehicles will worsen the crisis. Owners often cannot afford to pay withdrawal or storage fees and may be on the street after their vehicles are taken away.

But local employees and some legislators say that vehicle camps are attracting crimes, waste and other hazards of public safety. A bill that the legislature is currently being considered, which stands out from the Senate Budget Committee last week would make it easier for certain cities to Discard RV parked on their streetsS
