Topics add the dashboard to better explain publishing and account restrictions

Topics get a new transparent feature that allows users to know how to reprimand their accounts to break the basic system rules. Video ads are also for the first time on the platform.

The account information panel is presented to the subject users now and can be accessed from the “Account” section in the settings menu.
